One reason why EA may have decided to do this is because it's testing out new avenues to make money ahead of FC 25 Coins. which should release later this year (even though it hasn't been formally announced yet). It's already started doing this by simply selling cosmetic items directly to customers.

And while EA doesn't acknowledge it in the announcement, this could possibly be in response to gambling laws and the growing argument that the FIFA games include gambling mechanics. After all, the Dutch government ruled loot boxes as gambling and demanded that EA either remove them from the game or face fines, a decision EA has challenged. If this was to become a recurring issue for EA, then these preview packs may be an attempt to still sell loot boxes while adhering to gambling laws.

FIFA 25 Ultimate Team is dominated by players with in-form team of the season cards and FC 25 Ultimate Team champs rewards. It is difficult even in lower divisions to find a team without an 85 rated player. However, these high-rated squads can be beaten by players with ratings in the 70s.

There are even silver players in the game that can play well against the highest-rated cards in the game. Players should not feel obligated to use the highest-rated cards in their club, as statistics and traits are more important in-game. Even legends will have trouble containing the pace, strength, and dribbling of the below silver cards.
