what makes no sense about the special is he comes out of a picture and makes no sense of
1. why is he in a picture
2. why does the kid have a picture of him in a frame

Answer #1-The kid was on drugs and he hallucinated ALF coming out of the picture.
Answer #2-The kid was a fan of ALF and the photo was from the ALF Fan Club.

Having a framed picture of ALF was probably not that rare for kids back in the 80's/90's.

This was actually the first of Alf I ever saw, and as I recall the boy was a teenager, so he would be around the right age to see the Alf TV show, so he might have liked it and have a TV still or photo on his wall.
