Who is in charge of the Alf cartoons? Whose buttons do we need to push to get these on DVD?

Although I do not have an answer for your question, suggest you might try writing to Mr. Paul Fusco (ALF's creator) at the following address:

    Paul Fusco

    c/o Assante Business Management

    10100 Santa Monica Blvd.

    Los Angeles, CA 90067

    ATTENTION: MICHAEL CARLIN

Another possibility would be to start a petition. That's what happened before the ALF Sitcom came to DVD http://www.petitiononline.com/ALFonDVD

Although I am a bit skeptical that these things work, perhaps the petition for the ALF Sitcom to come to DVD had a slight impact in getting it released (since they may have seen how many potential buyers they had, again that's debatable). If you decide to start one I will include a link on the website for visitors to go to if you'd like. The above link could provide a template for you to use for yours.
